Concept

What is green citizenship?

Green citizenship — environmental citizenship — is the rights, duties and active participation of people in protecting and sustaining the natural environment. It goes beyond legal-political citizenship and puts the human–planet relationship at the centre of civic identity. It adds a fourth pillar to T.H. Marshall’s three (civil, political, social): the right to a clean, healthy, sustainable environment and the duty to steward the Earth for present and future generations. It rose in the 1990s and sits in the Rio Declaration (1992), Agenda 21, the Aarhus Convention (1998) and the SDGs (2015).

  • Six dimensions: environmental rights, responsibilities, political engagement, education and scientific literacy, intergenerational justice, community and global action.
  • Principles of environmental welfare: sustainability (Brundtland 1987), environmental justice, scientific literacy, collective responsibility, the precautionary principle, systems thinking.

Policy

EU environmental policy and ecosystem services

The e-book ties ecosystem services (supporting, provisioning, regulating, cultural) to environmental security. The EU layer: Green Deal, Fit for 55, European Climate Law (net-zero 2050), Circular Economy Action Plan, Just Transition Fund, Biodiversity Strategy 2030 and Natura 2000. A local problem that is not tied to these policies stays green decoration.

  • Needs analysis matters: the programme sits on survey data (knowledge, attitude, behaviour, policy awareness).
  • The five-stage cycle mirrors real environmental action.

Trainer programme

Three modules

The implementable programme has three trainer modules: foundations; environmental policies and ecosystem services; implementation and action competence. The ten scenarios sit on that spine: 1–5 core environmental skills, 6–10 advanced civic environmental action.

  • Methods: non-formal, field, role play, project, action research.
  • Assessment: pre-survey baseline, behaviour frequency, policy awareness, field report.

Scenario 1

The Carbon Footprint Investigation

14–18 · 4×45 min · Green Deal, Fit for 55, ETS, SDG 13

Students calculate personal and household footprints, compare with class, EU and global averages, then hold a Carbon Summit and vote one collective pledge.

Scenario 2

Biodiversity Audit of the School Grounds

14–18 · field + class · Biodiversity Strategy 2030, Natura 2000, SDG 15

Records of plants, insects, birds, fungi; verified data go to iNaturalist. A habitat-improvement proposal is presented to school management.

Scenario 3

Climate Justice Debate and Mock Parliament

15–18 · 3×45 min · ETS, Fit for 55, Just Transition Fund, SDG 16

A real EU climate proposal (e.g. CBAM). Roles: Hatay Governorship, Söke Directorate, a Finnish firm, a Portuguese school, a Dutch college, a Macedonian association. Research, argue, vote, debrief.

Scenario 4

Zero-Waste Challenge: 30-Day School Campaign

14–18 · 4 weeks · Circular Economy Action Plan, Waste Framework Directive, SDG 12

An elected Green Team audits waste, sets targets, trains peer ambassadors and runs the campaign. Target: ≥20% cut in at least two waste categories and three permanent school-policy proposals.

Scenario 5

Sustainable Food Systems: Farm-to-Fork

14–18 · 5 lessons · Farm to Fork, SDG 2 and 12

Food miles, carbon and water footprints, a seasonal recipe. Compare traditional dishes from Türkiye, Finland and Portugal. Output: an evidenced sustainable menu for the canteen manager.

Scenario 6

Mapping Environmental Justice in Our City

15–18 · 6 lessons + field · Aarhus, SDG 10 and 11

Open data and free GIS: do pollution, missing green space and flood risk fall on poorer or marginalised neighbourhoods? A 500-word policy brief to the municipality.

Scenario 7

Renewable Energy Entrepreneurs

15–18 · 6 lessons + pitch day · REPowerEU, SDG 7 and 9

A solar, wind, biomass or geothermal project for the school or neighbourhood: cost, savings, EU green funds / energy cooperatives. A 5-minute pitch. TR–NL–FI energy comparison.

Scenario 8

Climate Stories: Digital Storytelling

14–18 · 5 lessons + production · media literacy, SDG 13 and 4

A 2–4 minute video, podcast or photo essay. Solutions-focused framing, evidence, personal narrative. Best three stories are exchanged with partner schools and sent to the DCCEC showcase.

Scenario 9

Urban Green Infrastructure Design Challenge

15–18 · 7 lessons · EU Green Infrastructure, SDG 11 and 15

A nature-based design for a real degraded space. Consult at least five community members. Cases: Amsterdam Rooftop Revolution, Malmö Augustenborg. Scaled design + stakeholder pitch.

Scenario 10

Green Citizenship Action Research (capstone)

16–18 · 8–10 weeks · GreenComp, C1–C7, all SDGs

Students choose their own question: understand → analyse → act → reflect → share. 8–10 weeks, a 1,500–2,000-word report, one documented action, a school or DCCEC showcase. The culmination of the programme.
